PETITION ON QUOTA SYSTEM

19th October 2009, Dear Dr. Bingu WA Mutharika 
Your  Excellence  Sir, your  analysis  of the  Quota  System  and  employment   distribution  between  South,  North  and  Center  and  the  Chikwawa  and Chitipa/Karonga  Should  not  have  been  done  by  yourself  as  head  of  state  for  me  and  entire  Malawi.  You could have delegated to Ministry of Information or any government spokesperson. In this way people arguing for and against the quota from both sides could have been far fetching your Wisdom for intervention as the father of the Malawi Nation. But when the father has made a decision it becomes difficult to consult him again.

Allow me therefore to move with two prepositions. The Argument for the quota is just as good as the argument for the federal government where all regions with their limited resources should prepare for all kinds of development, promotions be it education. After all education is about diversity of knowledge and not where you get it.

Second preposition, Your Excellence Sir, Kayerekera should start building a North University for all Malawians with a bias to Karonga or Chitipa since it is a dream for the Karonga or Chitipa. And further Your Excellence, I offer that one day we should debate the issues amicably. Otherwise the issue of Quota needs regional referendum just like the federal government also needs a referendum now.

Finally, you’re Excellence Sir, what is the rationale of having the National of having the National Examination or MANEB when we can have the district Examinations. And what is the rationale of having the Kayerekera Mine in Karonga/Chitipa and the directors being all Lomwe’s or from the South. And what is the rationale. Yes we accept the Quota but leave the Uranium in Karonga for Regional development like the North University.
