Good Governance


NARC’S Government believes that good governance is a prerequisite and basic foundation for real and sustained economic, political and social progress for all Malawians. These are values which Malawians have been denied during the thirty-two years of the one party dictatorship.

True to its founding principles, NARC’S Government will ensure:

1. That government in all its forms shall be accountable to the people.

2. That any person holding a high office of State, the President, Ministers, Members of Parliament and senior civil servants shall be required to declare their financial assets to avoid conflict of interest and guarantee transparency.

3. That the Chief Executive of state and government shall hold office for not more than two consecutive elective terms of five years each.

4. That no person may hold office for life.

5. That it shall be the fundamental duty of government to protect, and respect human life and act in accordance with the law and constitution.

6. That the people shall at all times have the power to impeach any public officer for breaches of the Constitution and for criminal conduct.

7. That the people at all levels of society must be free to govern themselves through their elected representatives.

8. The central government shall have no authority over aspects of local affairs as the people shall prescribe.

9. That the administrative structure of the country shall constitute district and national administration with no regional system in between.

10. That there shall be established a legally constituted Human Rights Commission to protect the rights of all people.

11. That in order to protect all persons and to avoid the tyranny of the majority the constitution shall not be amended except with the consent of 75 percent of all Members of Parliament and 75 percent of all Senators sitting separately.
