The Presidents Message to the people of Malawi:
Dear Malawians
The New Rainbow Coalition (NARC) party is formed out of a protracted debate over the conditions of the Labourers, youth and women empowerment, teachers’ poor teaching conditions and deteriorating teaching conditions and the fall in the standard of education. Farmers have for long been cheated over farm input prices and their farm produce. ADMARC has failed to play the significant social role that farmer clubs need. The New Rainbow Coalition Government to this far will do the following:
Review the Pension fund and encourage self contributory pension other than mandatory pension that affects the civil service salaries. All pension arrears will be paid immediately
Teachers’ salaries will immediately be doubled and chalk allowance and rural livelihood allowance will be introduced for teachers and other civil servants in rural areas. Equally salaries of nurses and health personnel. Selection of students will be based on merit and entry examination for University Education shall be abolished. There will be equal opportunity for education without quota selection system. Salaries will be reviewed according to grades to reflect years of experience and work related demand. Civil Service promotion will be based on merit with no political interference.
ADMARC will play an active role in social and economic rehabilitation of neglected agriculture sector. In this case ADMARC through Agriculture Investment Holding and Land Bank give direct farm inputs to farmers clubs and the agriculture Insurance Credit Guarantee scheme will be introduced to guarantee adequate farm inputs to farmers through the farmers clubs. Women will receive free fertilizers for the first two years to transform women farmers and farmers clubs and farming families into middle income groups.
Malawi Young Pioneer bases will be opened immediately as a catalyst to guarantee youth employment and development. The National Rainbow Coalition Party Government will ensure full employment and that will guarantee jobs to all the youths.
Commercial Trading Houses will be built in all three regions and districts centres so as to create trading information hub and business development centres and as centres of vendors in addition to market distribution. The Centres will work hand in hand with ADMARC and MYP bases and other trading houses to ensure that Malawians are empowered economically and foreign vendors are reduced.
The trading centers will create new market places to serve all market forces including farmers, traders, exporters and consumers. The Centres will provide loans to the Youth Clubs as well. There will also be Income support to all pregnant women in the country and birth benefits so as to support them during their motherhood. There will be Income support to all HIV/AIDS patients.
All City Rates will be abolished in Traditional Housing Areas like Kawale, Mchesi, Area 25, 23, Ndirande, Zolozolo, Katawa, Mbayani and all Traditional Housing Areas. The New Rainbow Coalition Party Government will build 2,000,000 houses in all Urban Cities and 4,000,000 houses in all Districts and Trading Towns of the country From May 2009.
To effectively develop infrastructure in the country in each district, the toll gates shall be built in all M1 roads under district supervision. We in the New Rainbow Coalition (NARC) Party believe that a true government of the people must deliver on its promise and be citizenry in governance. We look forward to forming a government in the 2009 General Election.
